I love the effect, except some of the steps could be a bit clearer.
Step 10: Why not start with b7b7b2 color as the fg color and use it to create the text? Then duplicate that? Instead of a new layer named hp? Unless I'm reading the step incorrectly. I puzzled over step 10 quite a while trying to figure out what you meant anyway. Think I got it right.
My text after applying step 11, doesn't have that cool wave-like effect on the lightning shaped upright of the P. Mine is solid gray. I don't know how you got that. I checked and rechecked my settings in B & E and they are the same as yours. Satin effect didn't change it to like yours either.
Step 14: The application of the gradient. Is that supposed to be Alpha to Selection on the original text in the new layer? A direction of the gradient would have been nice. I did vertical and it looks pretty much like yours.
All in all, this is a great tutorial and the results are awesome. Still scratching my head over that wave-like effect down the back of the P though.
I sure would have appreciated a path to the star brush used in the tutorial. It's a great tutorial and I made my own brush using the brush editor in GIMP and using the diamond with 8 spikes and finagling the controls.
A smudge workaround for those who have not updated to GIMP v2.6x. I have Linux on my main machine and need to update my OS before I can update GIMP. My laptop has GIMP2.6 but is a pain to use for images like this as it's smaller, slower and clunkier than my main machine.
The Smudge tool in v2.4 will not resize and even if I resize the fuzzy circle with the Paintbrush, it reverts back to size 19 when I change to the Smudge tool. What I did was use the Paintbrush to resize to fit the image I want to smudge, opened a new image, painted that large-size fuzzy circle brush in the new image, autocropped it and copied it to the clipboard. Then clicked the smudge tool and browsed to the clipboard and then used the large fuzzy circle for smudging.
Thank you. Now I have a question for you about the drop shadow you use. I had to do this image using Filters > Light & Shadow > Drop Shadow. I did it by making x, y = 10, then made each of them -10.
I like the Layer Effects > Drop Shadow like you use but I'm not having any luck making them like the image below. I don't really understand what the various terms in the Drop Shadow dialog mean.

Hope I did this link right. Haven't used Markdown before. My brother, Bob, has a paper cutter and he cuts up old notebooks, etc., for scratch paper for his own use. Had to tease him with this image.

It's an interesting tutorial, but I can't figure out what to do with the tape layers and what order they should be merged down. They're lightly transparent before merging but then they either turn solid white or disappear altogether.
Very nice tutorial. I wondered why the drop shadow on all that black but when I hid the drop shadow layer then made it visible again I could see that the text was brightened around the edges by the shadow. I did a light Gaussian blur (1) on the Gradient Over layer and liked it better that way.
How about a tutorial for some spooky, wispy fog twining through a Halloween banner? Maybe a Halloween character or two?

Duplicating the line layer and moving it down. It took me awhile to realize that after duplicating the line layer that I had to click the image screen before moving it down. It probably is in the tutorial somewhere but this is really my objection to vid tuts ... stuff passes you by before you can stop and back up and there's no way to step through screens.
Anyway, my main question: What determines the amount of vertical space the line is moved down?
BTW, it IS a nice tutorial and sometimes you just want a sheet of lined paper. :-)

This is such a fun tutorial. I love your falling snow technique because it looks good and it's easy. Thanks for the neat tutorial!

I downloaded your xcf file of the tutorial and the tape had the same problems. Merging the tape ruins it. It either becomes solid white or disappears.
